A supervisory leadership position that involves administering Human
Resources policies, programs and practices, including planning,
organizing, developing, implementing, coordinating and directing
across the Civil Northeast group. Duties include formulating policies
and procedures for the Human Resources Department; recommending
policies and procedures to senior management; and serving as a trusted
advisor to the Civil Northeast Senior Management team; various
Department Management teams and Project Management teams.

Duties and Responsibilities:

·        Employee Relations

o   Responsible for labor relation matters

o   Provides advice and counsel on personnel issues

o   Works with supervisors / managers on employee related matters

o   Serves as a confidential resource and advisor for all employee
personal and professional matters and recommends solutions in these

·        Policies & Procedures / Compliance

o   Proposes, publishes and administers personnel policies

o   Stays current on recent federal, state and case law changes and
monitors labor law updates and newsletters for changes that affect HR

o   Prepares, recommends and maintains records and procedures for
controlling personnel transactions and reporting personnel data (new
hires; terminations; transfers; wage adjustments; bonuses; etc.)

o   FLSA compliance Administers classification programs, which
includes classifying and reclassifying positions and writing job

·        Diversity

o   Answers all inquiries and/or requests by EEOC or any other state
or federal agency, including employee complaints; Represents the
company at hearings

o   Works in conjunction with local and national Diversity Managers to
ensure Civil NE is in compliance with any/all requirements

o   Sits on Diversity Council or serves as Diversity Advisor to Civil NE EVP

o   Provides data and supports local Affirmative Action Plan goals

·        Human Resources Information System (HRIS)

o   Manages information in the HRIS and ensures the integrity of the data

o   Provide demographic and statistical reports to senior management
for strategic purposes

·        Compensation and Benefits

o   With the assistance of Creative Benefits, directs benefits
administration, enrollment and open enrollment meetings

o   Serve as local expert for SEOP and 401K plan

o   Consults with Senior Management on all salary related issues,
including conducting industry and local market research; assimilating
data and creating wage / salary ranges for all positions

o   Administers all bonus and compensation programs for Civil NE,
including: annual Cost of Living Adjustment (COLA) process;
intermittent salary increases; deferred compensation program; Skanska
Incentive Program (SIP); and discretionary bonus program

·        Talent Development

o   Manages the Performance Review Program (Skanska Talent Navigator)
process and ensures management participation (annual and mid-year)

o   Participates on local training committee / council and ensures a
robust internal training program (Skanska University) is in place for
the Civil NE employees

o   Manages training budget and vendor relationships for internal &
external training needs

o   Works with local management teams to determine training needs for
employees and provide through internal (Skanska University) and
external means

o   Conducts needs assessment, develops training curriculum and
conducts training sessions on various HR related topics.

o   Works with Senior Management to identify hi-potential employees
and create development plans for the same through utilization of key
talent development tools (i.e. – Talent Review Meetings; Learning
Agility; PDP; 360 degree evaluations; Situational Leadership II; E2L;

o   Works with EVP on Succession Plans for all members of Senior Management team

·        Recruiting / Mobility

o   Develops and administers an effective college and experienced
recruitment program

o   Coordinates recruitment efforts with hiring managers, coordinates
interviews, accepts resumes and applications (using Skanska’s
Applicant Tracking tool), interviews and assists with the final
decision process.

o   Manages New Hire process: offer letters, pre-employment
requirements, in- processing paperwork, new hire orientation programs,
entrance interviews

o   Supports international and domestic mobility through company
mobility programs (Global Training Program (GTP); Skanska Unlimited)
and office to office transfers

o   Coordinates & administers a robust Internship program

o   Facilitates a Orientation Program on an as needed basis (monthly,
quarterly, etc)

o   Support Operations with staffing issues and skill ability assessment

o   Track movement of staff between projects / assignments

·        Communication

o   Support EVP, Senior Management team and Regional Communication
Manager in providing information to Civil NE employees in a timely and
effective manner

o   Ensure that all employees are aware of company policies &
procedures and all changes impacting employee compensation and

·        Performs other duties as assigned.

Supervisory Responsibilities:

·        Directly supervises employees and carries out supervisory
responsibilities in accordance with the organization’s policies and
applicable laws. Responsibilities include interviewing, hiring and
training employees; planning, assigning and directing work; appraising
performance; rewarding and disciplining employees; addressing
complaints and resolving problems.

Education and Work Experience:

o   Bachelor’s Degree in Human Resources Management, Psychology or a
related field

o   10 years of HR Generalist experience in a senior level HR role
(manager or above)

o   Experience in an Engineering / Construction environment,
preferably in Civil construction

o   SPHR certification desired
